De fait, comme l explique Gilles Bideux, responsable du pôle énergie au sein de la direction de l ingénierie environnementale de SUEZ, l intérêt du biogaz pour les collectivités est évident : « À un produit fossile, souvent importé et émetteur de gaz à effet de serre, on substitue, dans le réseau, une énergie neutre et qui est produite et consommée localement.» C est pourquoi le projet Biovalsan a conduit la ville de Strasbourg via la SEM Réseau GDS6 dont elle assure le contrôle à travailler avec SUEZ autour d une joint-venture, Biogénère. Ce projet-pilote a été développé avec le soutien financier du programme LIFE7 de la Commission européenne pour la préservation de l environnement. Pour Strasbourg, l objectif est ainsi de devenir la première ville française à injecter du biométhane issu de station d épuration dans le réseau urbain de gaz naturel. Utilisé en carburant, le biométhane permet aussi de répondre à l enjeu d une mobilité propre et durable. Il réduit de 90 % les émissions de gaz à effet de serre par rapport aux carburants fossiles et n émet aucune particule fine nocive pour la santé. Avant d injecter effectivement le biométhane dans le réseau de gaz naturel, il a notamment fallu réaliser des études poussées. Un groupe de travail, composé de tous les acteurs de l énergie concernés (l Ademe8 et les autorités de tutelle, le réseau gazier local, les exploitants, etc.), a étudié en détail les aspects technique, économique et sanitaire du projet pilote. « Nous avons développé une étude de risques sanitaires pour lever les doutes sur l innocuité sanitaire de l injection du biométhane dans les réseaux. Nous avons réalisé des études de conception et monté un business plan et après une revue et un audit des technologies disponibles, nous avons fait un choix : celui de la séparation membranaire, une technologie utilisée pour la production d air industriel que nous avons adaptée. This is the reason why the Biovalsan project prompted the City of Strasbourg, through the Réseau GDS SEM 6 that it controls, to work with SUEZ on the Biogénère joint venture. This pilot project was developed with the financial support of the European Commission s LIFE programme7 for the conservation of the environment. The goal for Strasbourg is to become the first city in France to inject biomethane from a wastewater treatment plant into the urban natural gas network. Fuel made from biomethane addresses the issue of clean and sustainable mobility. It cuts greenhouse gas emissions by 90% in comparison with fossil fuels and does not emit any fine particles that are harmful to health. Advanced studies were necessary before biomethane could be injected into the natural gas network. A working group, comprising all the energy players involved (Ademe8, the responsible authorities, the local gas network, the operators, etc.), made detailed studies of the pilot project s technical, economic and health aspects. We studied the health hazards in order to establish beyond doubt that biomethane can be injected into the networks in complete safety. We also completed design studies, drew up a business plan and, after reviewing and auditing the available technologies, we opted for membrane separation technology, which is used to produce industrial air.
