Highlights
New modalities for the use of the funding, such as Simplified Early Action Protocols, and
DREF for assessment with a specific timeframe and maximum amount.
New extended timeframes for the implementation of operations focusing on drought-
induced crises (slow onset) and/or orange level emergencies, which now can be
implemented for a 9 months maximum operational timeframe. In the same vein,
operations launched for anticipation of drought for which the strategy also includes a
response component can have an overall 12 months operation timeframe.
New ceilings for allocations of grants and loans, with an increase in the maximum
amount for an orange level emergency to CHF 1 million, and an increase of the maximum
loan amount for red level emergencies to CHF 2 million.
Systematic registration of issues in a dedicated Issue and Risk Register and decision-
making related to DREF approvals
Development of a Risk Appetite statement for the DREF which is to be formalized in 2023
Enhanced collaboration with IFRC Audit and Risk Management teams allowing timely
information exchange and ensuring due diligence
A systematic review of final reports that received DREF funding
Linking DREF data with IFRC country risk dashboard for riskinformed decision making
Development of an Operational Reviews Framework to promote a more structured
approach to conducting operational reviews of DREFfunded operations
As part of its evolution and scale-up in 2022, the DREF has undergone strategic and
procedural changes have been introduced, including:
In March 2022, the merging of the Forecast-based Action by the DREF with the DREF was fully
realized, establishing one fund with two pillars – the Anticipatory Pillar and the
Response Pillar. In order to accompany the growing Fund and to strengthen coordination
and accountability in its management, DREF Officer positions were recruited in all 5
regions.

ensuring that DREFfunded operations can deliver more efficient and agile assistance
