Highlights

Allocations provided by the DREF have drastically increased in the last three

years, from CHF 40,6 million in 2021, to CHF 59 million in 2022. Out of this

amount, CHF 6,9 million was allocated under the Anticipatory Pillar.

Allocations requested in anticipation of imminent events have increased in

comparison to the previous years, with a total of CHF 4,4 million allocated for

this modality in 2022.

National Societies’ request for support to anticipate the outbreak of

epidemics continues to be a trend in 2022, following a new outbreak of EVD in

Uganda, in September. Consequently, 5 African countries received allocations to

prepare for the potential risk of the cross-border spread of this disease.

Also under the anticipatory pillar, the Simplified Early Action Protocol

modality was introduced by the DREF in June 2022. Since this date, three

National Societies have developed and put in place Simplified EAPs. This lighter

modality makes anticipatory action more accessible by requiring a shorter

development time and covering smaller events

Under both pillars anticipation and response to climaterelated disasters

stand at 52 of total allocations

The DREF allocation to the Africa Hunger Crisis emergency appeal was the

first to reflect the changes on ceilings for loans to multicountry appeals up

to the maximum amount in the ceiling CHF 2 million for each country

based on the needs The total amount of the loan allocated by the DREF

reached CHF 93 million targeting 76 million people across 14 countries

The global average allocated amount grew steadily compared to the previous three

years (grants: CHF 310,000 / loans: CHF 440,000). Specifics on the scale of the

emergencies are well worth noting: in 2022, the majority of the DREF grants (56%)

targeted medium-scale emergencies, with a ceiling of up to CHF 1,000,000. However,

support for small-scale and unforeseen emergencies (with a ceiling of up to CHF

500,000) remains undeniably relevant to DREF’s mission. The average allocation for

triggered Early Action Protocols was CHF 319,535, a 30% growth compared to 2020

(No EAPs were triggered in 2021).
