In August 2022, a tropical storm hit Laos, causing
widespread floods in the country. In the picture, Laos
Red Cross distributes multipurpose cash grants to those
affected, with support from the DREF.
In September 2022, the DREF evolution introduced changes and new
operational parameters for both grants and loans to ensure that the Fund
and its processes are more agile and flexible, to provide better support to
National Societies which are operating in an increasingly complex humanitarian
environment. The DREF evolution also supports the DREF scale-up and ambition.
In line with this, the allocation ceilings and operating timeframes have been
reviewed, new modalities have been introduced (funding from DREF for
assessment, for slow onset/protracted crisis, and for an imminent event) and the
digitalization of the request process, now done through an online application on
the IFRC GO platform.
In 2022, 4 Emergency Appeals received loans of CHF 1,000,000 each, the
ceiling for this category until September 2022. This includes the kick-start
funding for Ukraine and impacted countries, launched in February to assist those
affected by the ongoing conflict.
The DREF continues to champion localization, with the large majority of the
DREF allocations being directly implemented by the local actors - the Red
Cross and Red Crescent National Societies. In 2022, CHF 51,6 Million (86% of
the total allocated) was directly transferred and implemented by the National
Societies.
