Getting manufacturers in the automo-
tive industry on board was a long pro-
cess for CYCLEVIA. After many meetings
with the French trade union for vehicle
importers Chambre syndicale des im
portateurs dautomobiles and work ses
sions with all stakeholders that began in
December2022 the producer responsi
bility organisation f inally managed to rally
nearly all of Frances car and motorcycle
manufacturers by the end of 2024 Out
of the 354marketers registered 30 come
from this sector Any remaining hidden
passengers belong to a few luxury brands
or secondhand car importers
When faced with a failure to pay eco-fees, CYCLEVIA
f irstly seeks a solution thanks to mediation. In prepa-
ration for a campaign to encourage non-contributors
to the EPR system, which will be rolled out in 2025, the
producer responsibility organisation identif ied a panel
of companies in breach of the regulations. These com-
panies can become compliant by signing a contract with
CYCLEVIA or provide proof that they are not part of this
marketer category Failure to take action may result in
them being reported to the French Risk Prevention Direc

Towards eco-
modulation
Eco-modulation adjusts a marketer’s f inancial
contribution according to the environmental
performance criteria of its products. In 2024, “EU
eco-label” certif ied tonnages rose slightly whereas
those for hazardous product tonnages increased
due to stricter regulations. Two years after having
been implemented, its impact still remains dif f icult
to measure as suf f icient long-term data is still not
available. However, a bioaccumulation and biodeg-
radability study on oils, completed by CYCLEVIA in
2024, will serve to introduce two new eco-modulation
criteria in 2026: a bonus of 30% for lubricants that
are “inherently biodegradable” and one of 80% for
those that are “easily biodegradable”. The goal here
is to provide the industry with an incentive to foster
more virtuous products thanks to a bonus system.
A dedicated webinar will be held by CYCLEVIA in 2025
to assist marketers with these changes.
