unprecedented within the industry
A movement is under way
In February 2024, CYCLEV-
IA launched a nationwide
call for project proposals
to build a waste oil regen-
eration facility in France
capable of producing group
2 and/or 3 base oils. This
will boost the volume and
quality of regenerated oils
on the French market. Even-
tually, the facility will produce oils compatible with the
latest generation equipment, in particular Euro 5 and 6
engines. Currently, France only has industrial units pro-
ducing Group 1 oils which are unsuitable for these more
demanding engines Therefore French formulators have
no choice but to obtain supplies from Europe mainly
Germany and Italy where increased demand is leading to
a shortage of available volumes CYCLEVIA is supporting
the project with 105 million and will provide its opera
tor with specif ic aid for Group 2 andor 3 regenerated oils
placed back on the market in France This support may
be combined with existing aid for regenerators sourcing
waste oils collected in France
In July, the automotive group
Stellantis, along with TotalEnergies
Lubrif iants, announced the launch
of the f irst engine lubricant made
from 100% regenerated oils. In August,
Motul announced the development
of new ranges of oils, composed
of 65% regenerated base oils.
These high-performance oils are
doubly eco-designed, thanks
to containers made from 50% recycled
plastic that can be fully recyclable.
Castrol, for its part, has launched
a range of re-ref ined products aiming
at reducing the carbon footprint
of heavy goods vehicle f leets.
In 2024, the f irst formulators
and car-manufacturers clearly
demonstrated their commitment
to embrace regeneration. A much
needed impetus driven by a few
and supported by CYCLEVIA, which
is necessary and should spread
to the entire market in the future.
For the industry,

and necessity to foster nationwide circularity so that oils collected
and regenerated in France can supply the national market

In the same vein, CYCLEVIA is committed to identifying
and facilitating new intra-territorial outlets for regener-
ated oils. More broadly, this call for projects proposals
is part of France’s reindustrialisation process which will
create jobs and stimulate innovation.
*This amount will be def initively set during the f inal phase of project presentations.
The political crisis in France, at the beginning of 2024,
slowed down short- and medium-term investments. The
call for project proposals, which was scheduled to close on
30 September 2024, was therefore extended by one year,
until 30 September 2025. This extension should enable
applicants to f ine-tune their proposals.
