A strengthened
local dynamic
for collection operations
Managed by local authorities, municipal recycling facilities are the preferred collection
solution for private individuals. In 2024, they reported collecting 20,000 tonnes
of waste oil (around 8.5% of the national stock), i. e 3,000 tonnes more than in 2023.
At the same time, the producer responsibility organisation registered 47 new members,
bringing the number of local authorities under contract to 254. This f igure should
increase in the next years thanks to CYCLEVIA’s new operational of fering, as from
April 2025, which will also target local authorities.

What role do you play
vis-à-vis local authorities?
STÉPHANE FAVALLI : As partner
relations of f icers, our role since
CYCLEVIA was founded in 2022
has been to encourage local au-
thorities to join and become a member under the agree-
ment established within the framework of the f inancial
EPR scheme. It is estimated that local authorities manage
3,500 municipal recycling facilities throughout France. They
are therefore an essential and indispensable link in the
collection process from private individuals.
ELVEN BARDOU:
Our mission is to assist them by informing
them about the terms of the contract we of fer them. It in-
cludes free collection, the funding of self-deposit collection
banks and communication tools, as well as possible funding
for PCB pollution within their municipal recycling facilities.
In return, local authorities must report their volumes to the
producer responsibility organisation. By the end of 2024,
after three years of activity, we have managed to convince
more than 250 of the estimated 600 local authorities, includ-
ing major cities. This represents nearly two-thirds of all the
municipal recycling facilities.
On a daily basis how do your meetings go
STÉPHANE FAVALLI
On the one hand there are f ield visits
which give the opportunity to share best practices separat
ing mineral and vegetable oils in municipal recycling facil
ities preventing illegal dumping etc On the other hand
there is the administrative side we provide help to local
authorities with their contract and their links with CYCLEVIA
We also participate in speed meetings several times a year
to present our actions and the support that CYCLEVIA can
provide at a local level
ELVEN BARDOU: Locally, we meet with waste managers
and town councilors. We also visit municipal recycling
facilities and talk to staf f to raise awareness about the
dangers of waste oil and the benef its of regeneration.
Which topics or concerns come up the most
during these discussions?
ELVEN BARDOU: One of the issues for local authorities is
ensuring the proper management of their waste oil banks.
Some local authorities have reported that they f ind the
time between collection rounds to be too long, which can
lead to spills or the accumulation of full containers around
the collection points.
STÉPHANE FAVALLI: Many questions also concern fund-
ing beyond what is provided for in the agreement with
the producer responsibility organisation, such as man-
aging soiled containers or cleaning drums. The future
integration of sales packaging in our scheme’s scope of
responsibilities should help resolve this.
Can you see a change in how CYCLEVIA
is perceived locally?
STÉPHANE FAVALLI Today local authorities see us as
a unique and ef f icient partner that can provide precious
funding for their pollution problems and the assurance
of free collection This relationship with local authorities
will be reinforced when we transition to a combined EPR
scheme in 2025

n 2024, the increase in the number
of local authorities having signed
an agreement was ref lected
by the increase in the number
of declarations (nearly 450) and
the funding awarded to manage
self-deposit banks and ad hoc
communication material. This dynamic
can be explained by the awareness-
raising work carried out by CYCLEVIA’s
teams in the f ield. Nevertheless, only
17% of local authorities declare having
communicated on this subject. This lack
of visibility, along with no feedback on
the use of the turnkey communication
kits provided by CYCLEVIA, justif ies the
launch of a nationwide communication
campaign targeting the general public
in the spring of 2026.

to better manage their waste
oils, CYCLEVIA has created a new
section on its website, a practical guide
to make it easier to sort and safely
dispose of this hazardous waste.
An interactive map shows the location
of nearly 2,300 self-deposit banks
in municipal recycling facilities.
Updated as and when local authorities
sign up with CYCLEVIA, it also shows
partner collection points, particularly
those at car repair shops. The section
also largely covers educational aspects

pollutants and maintain the wastes
