T
he trials carried
out from October
2023 to April
2024, in partnership
with Barbotteau Group,
are encouraging. The six
self-deposit collection
points located on the
premises of Midas
and Norauto enabled
a signif icant amount
of oils and packaging
to be collected. This
solution targeting
private individuals
and informal garages
was very popular in
sectors located further
away from municipal
recycling facilities
and in working-class
neighbourhoods where
people change their
own oil. The initiative
also contributed
to reduce illegal
dumping and raise
awareness among
private individuals.
These positive results
encourage the
continuation of the
system and its rolling-
out in other French
Overseas Territories
and mainland
France in 2025.
T
he “Cirque de Mafate” is a UNESCO
world heritage site. Located between
1,500 and 2,000 meters in altitude,
it is only accessible on foot. It took
a team from CYCLEVIA 12 hours to walk there
to reach the site’s dozen or so villages. Over two days,
the team observed the accumulation of waste oils,
mainly from the use of generators, and noted
the lack of knowledge on the damage the waste oils
can cause. In response to the situation, CYCLEVIA
and other producer responsibility organisations
volunteered to launch a collection operation steered
by the ADEME. This includes carrying out a massive
helicopter-hoisted collection operation and the
provision of special containers that comply with air
transport standards. Long-term collection points will
be installed to prevent waste from accumulating.

of consultation with
local authorities,
the waste prevention and
management plan for overseas
territories was given the green
light by the public authorities
on 18 March 2024 This plan
sets out CYCLEVIAs roadmap
until 2027 Its mission is to
achieve the same collection
and recycling performance in
the seven territories under its
responsibility as in mainland
France The plan includes the
removal of waste accumulated
in the Indian Ocean
territories, the development
of complementary collection
solutions in the Caribbean
and wherever possible the
study of treatment solutions
Far from being constrained
by this framework CYCLEVIAs
work is enriched locally
by the lessons learned
from initial experiments
and exchanges with local
stakeholders which provide
the basis for new initiatives

ASSESSEMENT OF THE SITUATION
IN GUADELOUPE ISLANDS
In December, CYCLEVIA went
to La Désirade, Marie-Galante
and Saintes for the first time to carry
out an audit. Equipment inspections
and observation of the municipal recycling
facilities’ organisation and professional
practices showed that local teams are highly
committed but also revealed situations
that were sometimes critical. In consultation
with local partners, CYCLEVIA has planned
to take action to improve collection
and better protect these territories.
