Preparing for
our transition
to a combined EPR
scheme was an extremely
ambitious project, involving
dozens of sub-projects
that had to be tackled
simultaneously. We consulted
a wide range of stakeholders
to fill in the gaps in our
knowledge so that the right
decisions could be made.
This dynamic was based on
collective intelligence: each
internal team contributed
its expertise at key moments,
and each partner
played ball to ensure
a smooth transition.”

2024 ANNUAL REPORT
To successfully move to a com-
bined EPR scheme, CYCLEVIA mo-
bilised the OTC, bringing together
the local stakeholders (collection
operators, regeneration opera-
tors, etc.). The f ive sessions in 2024
enabled the lots of the future invita-
tion to tender to be geographically
divided up allowed healthy competition to be maintained
and key questions to be resolved including the metrology
What was the aim of this To establish realistic demanding
and practical specif ications The technical choices made set
a precise framework to divide the lots up fairly and ensure
traceability in the quantities collected Operational feedback
was used to hone measuring and monitoring methods and
ensure they followed real practices to avoid any risks of being
disconnected from reality
All the methods and tools used to accurately measure the quantities collected
and treated
An Operational Technical Committee
to lay the groundwork
for the transition
From funder to operator,
CYCLEVIA is about to change scale and take on a new
role. In 2025, in addition to its purely f inancial activity,
the producer responsibility organisation will take
on operational responsibilities, within the context
of its move to a combined EPR scheme, when it launches
its own waste oil collection and recycling solution. To
successfully complete this structuring transition, CYCLEVIA
co-built each project phase by consulting the industry’s
stakeholders which involved mobilising the Operational
Technical Committee (OTC), and specialised working
groups, upstream to the invitation to tender ensuring that
the existing balance in the market is maintained and that
collection is exemplary everywhere in mainland France.
