After a reduction in the number of cases in
2023, CYCLEVIA is again seeing an increased
presence of PCB contamination. These organic,
chlorinated chemical compounds were used for
a long time in insulation and lubricants. Being
highly toxic and persistent in the environment, they are now
prohibited. This unexpected pollution can also be seen outside
of municipal recycling facilities, in particular in garages and
ELV centres. To respond to this phenomenon, the Operational
Technical Committee set up a procedure to provide f inancial help
under certain conditions. These measures ensure continuity
with those provided by the ADEME when it oversaw PCB
contamination. CYCLEVIA also regularly communicates with
trade professionals on this pollution (its origins, tonnages) so
that in the future, sources can be isolated and limited.
On 30 September 2024, inspired by its ex-
periment in Guadeloupe, CYCLEVIA launched
a call for project proposals to create new
self-deposit collection points, but this time in
mainland France. While the collection of waste
oils is well organised among professionals, there is still room for
improvement for individuals who change their own oil. Scattered
throughout France and often stored in poor conditions, this oil
source is proving dif f icult to collect.
Following the call for project proposals, CYCLEVIA selected the
Mobivia group in partnership with the Chimirec for collection
A total of 21 selfdeposit collection points have been created
with Norauto CarterCash and Midas chains Planned for June
2025 this operation will span sixmonths in seven départements
French counties The collection points will boost the municipal
recycling facilities network providing private individuals with
local solutions more in line with their consumption patterns The
operation will benef it from an awarenessraising campaign on
the health and environmental stakes of waste oils so that best
practices becomes the norm
Our collection-transfer
station operator partners
are professionals who
are committed to carrying out
collection operations in compliance
with regulations as well as to report
figures. In 2024, we have yet again
seen that the breakdown of tonnages
collected per type of holder is in line
with that of previous years. It is
reassuring: our collection-transfer
station operators are playing their
part, thereby guaranteeing high-
quality collection. This consistency
encourages us to continue
our support in order to maintain
this dynamic.”

EXPERT VIEW
Thanks to the mobilisation of operators and larger volumes of dedicated
waste oils regeneration and recycling continue to progress with a rate
of 87 gradually reducing the proportion of waste recovered as energy
While the share of regenerated oils outside of France is growing CYCLEVIA
has undertaken decisive actions to strengthen nationwide industrial
presence in particular through its call for major project proposals
The opening of a regenerated oils production facility new ranges
of regenerated lubricants etc The signs are clear the industrys
stakeholders are committed to a more circular economy
to provide new collection solutions
for private individuals
