selecting operators

The switch to a mixed EPR model was set out in the producer

responsibility organisation ’ s specif ications . It meets a precise

objective to step up the sector s performances by better orienting

waste oil f lows towards recycling Whilst a purely f inancial model

proved its ef fectiveness during the f irst three years of the accredi

tation it did not always enable to respond to certain situations the

complexity of collection for certain waste holders the heterogeneity

of practices or regional disparities Mixed EPR provides a solution

enabling collection and treatment conditions to be optimised It gives

CYCLEVIA a chance to intervene in a targeted manner

in addition to existing mechanisms and without ques

tioning the global functioning of a well structured and

established sector

To deploy its operational action in 2025 , CYCLEVIA began to

structure its service of fer from 2024 .

Procurement principles

were def ined with stakeholders from the sector , then validated during

Stakeholder Committee Meetings Following this and according to a

strict legal framework a call for tenders was launched in the autumn of

2024 to select the operators intervening on behalf of the producer re

sponsibility organisation throughout the entire value chain collection

regrouping transport and treatment Following this process CYCLEVIA

selected a group of operators able to guarantee a coherent national

coverage and meet strict requirements in terms of traceability and

f low quality In addition to the choice of operators this work enabled

a common framework to be put in place with the partners selected

who intervenes according to which rules at what level of responsibility

A decisive stage in deploying CYCLEVIA s operational action without

disrupting balance

Whilst the producer responsibility

organisation does not come

within the competence of public

procurement , it must respect

strict transparency and non -

discrimination principles . In this

delicate balancing act , we have

managed to secure a competitive

procedure without strictly applying

this rule to which CYCLEVIA

wasn t subjected This requirement

reflects the role occupied

by the producer responsibility

organisation beyond its general

interest duty it is now taking

on a mission which at its

supervisory level is extremely

close to a public service mission
