Mixed EPR , a change
in scale for CYCLEVIA

What does this evolution consist in ?
Mixed EPR combines two complementary mecha -
nisms , both of which are f inanced by the eco - fees col -
lected from marketers . Firstly , a f inancial mechanism
according to which CYCLEVIA supports all the sector ’ s
operators according to common rules . Secondly , an
operational mechanism whereby , via calls for tender ,
CYCLEVIA selects operators who intervene on its be -
half in waste oil collection and treatment . This second
aspect does not replace the f irst ; it adds to it . It enables
CYCLEVIA to appoint partner operators , according to
strict specif ications , to directly organise certain collec -
tion , regrouping and recycling operations .
And what exactly does this change
for the sector ?
The f inancial model remains in place , meaning that
waste holders can continue to work with their usual
operator . But with a mixed EPR model , CYCLEVIA also
becomes a direct point of entry . Waste holders can
now call on the producer responsibility organisation to
organise their waste management for them , from col -
lection through to recycling . Mixed EPR doesn ’ t oppose
two systems , it adds to the mechanism by of fering a
new solution , to the benef it of waste holders and the
sector . It consequently increases the market ’ s service
of fer whilst leaving waste holders free to choose . A
professional therefore has the choice of conserving
their traditional waste collection operator or directly
contacting CYCLEVIA to take over the operational
organisation of the service
What brought about this change in model
This switch to a more operational model was
set out in the producer responsibility organisation s
specif ications from the outset It enables CYCLEVIA
to reinforce the steering and management of f lows
With mixed EPR CYCLEVIA is now structured according to two
levers for action The f irst one which is f inancial supports
all operators according to their activity volumes and their
performances in keeping with the circularity objectives f ixed
for them The second lever which is operational enables the
producer responsibility organisation to intervene directly in
the f ield by organising collection and recycling operations
using the service providers it has carefully selected

to accelerate the sector s circularity
to increase its impact on the sector and accelerate
its transition to a circular economy , whilst ensuring a
consistent service at a national level , including for less
accessible or less prof itable feedstocks . After the f irst
years of accreditation , which were given over to un -
derstanding and f inancially supporting the sector , this
new phase gives CYCLEVIA the means to take more
direct action as regards orienting waste oil towards
recycling and the quality of the service provided to
waste oil holders .

During the fourth year of its accreditation the producer responsibility organisation
has switched to a mixed EPR model in other words a model which is both f inancial
and operational Not only does this change in scale meet an obligation but it also aims
