Audits to render

the declared data more reliable

A targeted reminder

for non - contributors

A study to better assess

the waste oil feedstock

In keeping with its obligations , CYCLEVIA

launched in 2025 its annual audit campaign

covering products placed on the market during 2024 . Each

year , more than 20 % of the declared tonnages are audited to

check the consistency of the information provided by mem -

bers . Twenty - nine marketers , selected in mainland France , in

the overseas departments and territories and abroad , were

audited concerning their calculation methodologies , their un -

derstanding of the declaratory perimeter , and the consistency

of the volumes submitted . Beyond the audit itself , this campaign

has an educational vocation to help the audited companies to

better understand the declaratory rules and consolidate their

calculation methods .

Between January and May 2025 ,

CYCLEVIA undertook a reminder

campaign targeting 77 marketers

who had yet to fulf il their obliga -

tions as regards EPR . The objective :

to allow the involved companies to

regularise their situation or , where

needs be , to prove that they are not

liable because their business does not

come within the “ producer ” perimeter

as def ined by the French Environment

Code . This campaign enabled most

situations to be clarif ied : 45   compa -

nies became members of CYCLEVIA ,

two are covered by a mandate and 14

were exonerated following a check on

their status . Exchanges are continuing

with the remaining structures , several

of which have formulated a promise

to adhere . In the event of a persistent

refusal to comply , reports have been

made to the DGPR ( Directorate Gen -

eral for Risk Prevention ) .

In 2025 and in conjunction with the In Extenso Innovation Crois -

sance consultancy , CYCLEVIA conducted a study to assess the col -

lectable waste oil feedstock in France . As part of a common obligation

for producer responsibility organisations , the study meets a precise

objective : to assess the theoretical nationwide feedstock to compare it

with the volumes ef fectively collected .

Until now , this exercise was based on coef f icients established in 2004 by

the ADEME . However , over the past twenty years , product formulations ,

equipment and uses have profoundly changed The study conducted

by CYCLEVIA has therefore enabled these coef f icients to be updated

and serves to estimate category by category the share of oils placed on

the market and likely to become a collectable feedstock after use the

remaining part being consumed lost or degraded during use

Conducted over a nine month period this study the results of which

will be known in 2026 consequently puts in place new references for

the sector It will serve as a benchmark for the public authorities and

marketers namely to estimate the volumes of waste oil generated and

contribute towards def ining future collection objectives

Guides to assist with declarations

For marketers , the declaration of volumes conditions

the calculation of the eco - fee and the possible appli -

cation of eco - modulation criteria . In 2025 , CYCLEVIA

stepped up the accompaniment of its members with the

introduction of declaratory guides particularly useful for

new marketers called on to catch up with several years

worth of declarations when they f irst become members

Depending on the years concerned scales declaration

methods and eco modulation criteria can ef fectively vary

Available on the Lubrec platform and on CYCLEVIA s web

site and transmitted to the members concerned these

guides set out the requirements for every period the data

to be provided the amount of the applicable eco fee and

a presentation of declaratory tables

A new biodegradation

criterion

for eco - modulation

In keeping with its regulatory obligations ,

CYCLEVIA worked on developing a pluri -

annual eco - modulation evolution pro -

gramme . Between January and April 2025 , a

working group composed of marketers met up

on several occasions to examine the existing

criteria ( European eco - label , hazardousness ,

incorporation of regenerated base or recycled

oil ) and prepare the incorporation of a new one .

One of the main changes concerns lubricant bi -

odegradation . Intrinsic biodegradation and easy

biodegradation properties will be incorporated

into the mechanism , to encourage the devel -

opment of products limiting their impacts on

the environment . As from the 2027 declaration ,

which will concern products sold in 2026 , easily

biodegradable lubricants will benef it from an

80 % reduction in their eco - fee . For intrinsically

biodegradable lubricants , this reduction will

amount to 30 % .
