Crisis management :

a plan to prepare ahead

Following a request by its Board of Directors CYCLEVIA

drafted its crisis management plan This initiative is de

signed to respond to the evolution in the producer respon

sibility organisation s level of exposure operational deploy

ment multiplication of actions in the overseas departments

and territories hazardous waste transport sensitive data

continuity of activities or image stakes Designed as a toolbox

to anticipate make decisions and act in the event of a critical

situation the plan organises the entire chain reaction from

the detection of weak signals through to activity recovery

to include packaging waste

On November   18

th

, 2025 , the publication

of the decree overseeing EPR in the

professional packaging sector conf irmed

an expected evolution : packaging for

mineral and synthetic oils , lubricants

and industrial oils , will be excluded from

“ Packaging ” EPR to be fully integrated

into oils and lubricants EPR . A signif icant

progress for CYCLEVIA , which had been

campaigning for it for the past two   years .

The organisation has therefore seen

its perimeter extended to   include

responsibility for its sector ’ s sales

packaging . This move is set to   simplify

initiatives , optimise costs and align

responsibilities around a single player .

The   terms and conditions of this change ,

along with the corresponding deadlines ,

will be stipulated in the specif ications

during 2026 .

CYCLEVIA conducted its second self - check since its

accreditation , in keeping with the regulatory obligation

to carry out a biennial audit . Carried out by D DE   B

Consultants ( Cofrac accredited ) , this audit required more

than 740   justifying documents and involved 85   check

points : objectives , f inancial management , compliance

of fees , data quality , procurement , actions in the

overseas departments and territories . . . Marked by the

switch to a mixed EPR model the audit also included

new assessment components The results A rate

of compliance of 99 conf irming the solidity

of the organisation put in place by CYCLEVIA

The switch to a mixed EPR scheme ,

the forthcoming integration of the sector ’ s

sales packaging into the producer responsibility

organisation ’ s scope of responsibility ,

the reinforcement of teams thanks to new expertise ,

crisis management preparation . . .

In 2025 , CYCLEVIA consolidated its organisation

to   accompany the extended scope of its missions

and   its progressive development .

Going where

others don ’ t dare

to venture

Throughout its existence , CYCLEVIA

has conducted several exception -

al operations in places where con -

straints call for solutions that classic

mechanisms cannot always provide .

On Reunion Island , in the landlocked

area of the cirque de Mafate , the

producer responsibility organisation

planned a vast waste oil collection op -

eration for 2026 ; in Guyana , CYCLEVIA

launched a study to intervene in a zone

only accessible via canoe ; on Sein Is -

land in Brittany , the intervention of the

producer responsibility organisation

enabled 2 . 5   tonnes of waste oil to be

evacuated in May   2025 . These target -

ed and highly concrete actions ref lect

CYCLEVIA ’ s general interest mission : to

provide solutions where the economic

equation does not add up , but where

the impact on ecosystems makes it

essential to act .

A common voice for producer

responsibility organisations

In May   2024 , four   years after the enactment of the AGEC

law , a report by the French National Assembly drew up an

initial assessment of EPR sectors , highlighting shortcomings

and results deemed insuf f icient considering the objectives set

by the government . Whilst CYCLEVIA was not directly targeted ,

this sequence of events helped to accelerate the collective

organisation of producer responsibility organisations . Against

this backdrop , these organisations came together to form the

“ Collectif des Éco - organismes ” , which CYCLEVIA joined in 2025 ,

to present a common position to the public authorities and

stakeholders . Its mission is to pool experiences , promote the

expertise of the various EPR sectors and act as a driving force

for proposals on the development of their operational frame -

work . Via this grouping , producer responsibility organisations

are looking to defend their interests , which are also those of

member producers , for every sector concerned .
