Launched in February   2024 , the call for REGENERATION projects

aims to facilitate the establishment in France of a high - performance

regeneration facility , capable of producing group   2 and / or 3 base oils .

Following a f irst extension of the application submission date to Septem -

ber   30

, 2025 , and despite the interest expressed by several market stake -

holders , no applications were submitted . Within a political , economic and

geopolitical context which slows down investment decisions , CYCLEVIA has

decided to extend the application deadline to December   31

st

, 2027 , a date

which coincides with the end of its f irst accreditation period . The 11 - mil -

lion - euro provision is maintained and the objective remains unchanged : to

reinforce intra - territorial circularity and respond to the growing demand

for high - quality regenerated base oils .

2025 Review I 03 - Treatment processes

By mainly orienting waste oil towards regeneration and recy -

cling , as opposed to energy recovery , collection - transfer station

operators are globally respecting their commitments as regards

the producer responsibility organisation and are directly con -

tributing towards reaching the objectives f ixed for the sector .

Whilst the dynamic is positive , CYCLEVIA must remain vigilant .

In 2025 , the regeneration / recycling rate remained higher than

expected , despite stricter requirements than those in place at the

start of accreditation . This good performance can be attributed to

the high implication of operators , but also to regular monitoring

by CYCLEVIA and the various supports put in place : verif ication of

treatment orientations , analysis of the tonnages declared , exchanges

with stakeholders in the f ield . Partnership relations and good collab -

oration are essential to lastingly install regeneration and recycling as

a priority outlet for waste oil .
