other city. The density of the population is extremely high. And informal neighbourhoods are springing up everywhere, replacing woods and along the coastline. The administrative and legal obstacles do not help either. Sachin has to deal with three levels of institutional contacts: the city of Mumbai, in the shape of the city s authorities, managers of NGOs operating throughout the city, research centres and universities. Then come the wards, with their elected representatives, council employees and local associations. And finally, the communities in the slums, comprising local associations, elected representatives and public sector employees who work in these districts on a daily basis.

Making politics work for people

One day, the owner of a plot of land that the network crosses came after us with a gun. He thought that we were going to take his land away from him. But after lengthy explanations and exchanges, we came to an agreement, and installed the network, explains Abdelatif.

Le niveau des arrondissements (wards), avec les élus locaux, les employés de la municipalité de chaque arrondissement et les associations locales. Enfin le niveau des communautés, directement dans les slums autour du tissu associatif local, et encore une fois des élus et employés de la municipalité travaillant au quotidien dans ces secteurs.

Mettre la politique au service de l humain

« Un jour, le propriétaire d un terrain que le réseau devait traverser nous a accueillis en pointant sur nous son fusil : il pensait que nous allions lui prendre

son terrain. Finalement, à force d explications et d échanges, nous avons pu nous entendre et le réseau est installé » explique Abdelatif.

Cette défiance des habitants des quartiers informels à l égard des projets sociaux est souvent due à des politiques difficilement lisibles, parfois inégalitaires. Lorsque Sachin énumère les défis qu il doit surmonter au quotidien, un terme revient régulièrement : policy. « Notre travail consiste aussi à recommander et impulser des changements de politique » précise-t-il.

Mohammed, collègue d Abdelatif à Casablanca, souligne dans ce contexte l importance structurelle de la transformation des quartiers informels et de leur raccrochement à la ville : « Il faut intégrer les populations les plus défavorisées, il faut les mettre à niveau pour qu elles puissent revendiquer leur place dans le monde d aujourd hui. » En effet, si la connexion des quartiers informels permet d abord l accès à l eau, elle donne également une existence légale à des populations souvent mises à l écart. À terme, l ambition reste une indistinction vis-à-vis du reste de la ville.

Mumbai et Casablanca proposent des contextes très spécifiques pour la transformation urbaine, mais dont les enjeux profonds n en sont pas moins transposables à l échelle du globe. L implication des habitants, la co-construction des politiques urbaines méritent d être au cœur de toute logique urbanistique, pas seulement dans les pays émergents. L ingénierie sociale répond en effet à un besoin qui touche les villes des pays du Sud comme de ceux du Nord : celui d une ville durable, économe, intelligente.

The mistrust of social projects amongst the inhabitants of informal neighbourhoods is often due to policies that are difficult to understand and sometimes hardly egalitarian. When Sachin lists the challenges that he faces day after day, one word keeps coming back: policy. Our job also consists of recommending and pushing through changes in policy, he explains.

Mohammed, one of Abdelatif s colleagues in Casablanca, emphasises the structural importance of the transformation of shanty towns and their integration in the city. We have to integrate the most underprivileged populations and bring them up to a level where they can demand their rightful place in the world. While connecting informal districts provides them with access to water, it also gives a legal standing to populations that are often pushed aside. The ultimate goal is to banish any distinctions from the rest of the city.

Mumbai and Casablanca are both scenes of very specific urban transformations, but the underlying challenges can still be applied on a global scale. The involvement of residents and the co-building of urban policies deserve to be at the very heart of every urban initiative, not only in emerging countries. Social engineering offers a response to a need that exists in cities in the South and the North: the need for sustainable, economical and smart cities.
