The Project Application described FFCs as transnational multi - stakeholder
approaches that , per freight flow , shared responsibilities and benefits amongst
all stakeholders to accelerate joint innovation . This focus on risks and rewards
got expanded during a survey amongst partners right after project start .
Partners again reviewed aspects of this wider definition at project mid - term .
They confirmed a FFC to be “ … way to set up a supply chain / logistics chain
which fosters modal shift towards inland waterway transport . ” In fact , they
reitirated below ´ s ranking of definitions .

A FFC is based on the following methodology
At project mid - term , partners added aspects focusing on implementation
incentives and highlighting risk and reward sharing . Emphasis was also on
participation of private and public stakeholders as well as on specific
objectives of FFCs , such as emissions reduction .
